He makes me lie down in fresh, tender green pastures; He leads me beside the still and restful waters. He refreshes and restores my life (my self, my inner being); He leads me in the paths of righteousness [uprightness and right standing with Him — not for my earning it, but] for His name's sake.

New Covenant Meaning
Shuv: The Restoring That Brings You Back to Yourself
The Hebrew shuv (restores) is one of the most significant words in the Old Testament. It means to return, to turn back, to bring back to an original state. When David writes "He restores my soul," he is not describing a minor refreshment. He is describing the act of bringing something back from a depleted, scattered, or lost condition to its original wholeness. The soul (nephesh) is the whole inner person, the seat of life and vitality. The shepherd does not merely maintain the sheep. He retrieves them. He brings them back from exhaustion, from straying, from depletion. In the New Covenant, the Shepherd who restores is Jesus himself, described in John 10:11 as the good shepherd who lays down his life for the sheep. The restoration He provides is not partial or conditional. He goes after the one that is lost (Luke 15:4) and brings it back.
For His Name's Sake: The Foundation Is Not Your Performance
David says the shepherd leads in paths of righteousness "for His name's sake." Not for David's sake. Not because David earned the right paths. Not because David's behavior was consistent enough to merit guidance. The foundation of the righteous leading is the shepherd's own name, his own character, his own commitment to be what he has declared himself to be. A shepherd whose flock wanders off a cliff is no shepherd at all. The LORD leads in righteousness because his own identity requires it. In the New Covenant, this principle deepens: Christ has become for us righteousness from God (1 Corinthians 1:30). The paths of righteousness are not paths we walk perfectly. They are paths we walk in Him, whose name is the guarantee of the leading.
The sequence in verses 2-3 is worth noting: rest comes before restoration, and restoration comes before leading. The shepherd first makes the sheep lie down. Before the restoration, there is rest. Before the guidance, there is refreshing. God does not lead exhausted people by demanding they keep moving. He first makes provision for rest and restoration, and from that place of renewal, he guides. The still waters (mei menuhot: waters of rest, of quietness) are not stagnant. They are calm enough for the sheep to drink safely. Sheep will not drink from turbulent water. The shepherd brings his flock to water they can actually receive. The provision is shaped to the need.
Application for Your Life
Your Soul Is Restorable
Whatever has depleted you, whatever has scattered your inner life, whatever loss or failure or sustained pressure has left you feeling far from your original wholeness, the shepherd's word over your soul is shuv: He restores. Not patches. Not masks. Restores. This is the promise of the Good Shepherd over every depleted and wandering life that comes back to him. Receive the green pastures. Lie down in them. Stop running toward the next thing long enough for the restoration to happen. The shepherd restores the one who lies down, not the one who keeps moving out of restlessness.
Righteousness Is Where He Leads, Not Where You Perform
The paths of righteousness are not a standard you attain before the shepherd will lead you. They are where the shepherd takes you. He leads me in the paths of righteousness. The leadership and the destination both belong to him. Your responsibility is to follow. In Christ, righteousness has been given to you as a position (Romans 5:17), and the Holy Spirit within you is constantly working to make the outer life correspond to the inner standing. You do not walk the right path by sheer discipline. You follow the shepherd who knows the way.
Prayer Based on This Passage
Shepherd, I bring You my depleted soul. The pressures of life have worn me down and I need what only You can provide: the green pastures of Your presence, the still waters of Your peace. I lie down in You. I stop striving. I receive the restoration You provide, not because I earned it but because it is Your nature to restore what belongs to You. I am Yours. Lead me in the paths of righteousness, for Your name's sake. Not for my performance. Not because I have been consistent. Lead me because You are the Good Shepherd and Your name is at stake in the leading. I follow You today. In Jesus name. Amen.
